This position is located at the Tommy G. Thompson State Office Building, 201 West Washington Avenue, Madison, WI. This position may be allowed remote work for a portion of the work schedule, depending on the needs of the position, organizational and work unit requirements, and employee’s preference. Position Summary
This position serves as a member of the Region 3 HR Shared Services Management Team. This position is responsible for the direction, administration, and evaluation of a full-scope comprehensive human resource program for the Department of Children and Families and administers a wide variety of related laws, policies and procedures included in the broad area of human resources management. The human resources (HR) program includes such activities as position classification and compensation, occupational and organizational surveys/studies, organization analysis and workforce planning, staffing, employment relations, affirmative action/civil rights compliance, employee development and training, employee assistance, workforce planning, health and safety, payroll and employee benefits administration, coordination and implementation of various human resources program initiatives, contract negotiations and administration, and the preparation and dissemination of a wide variety of technical information. Salary Information
Starting hourly rate for the Human Resources Manager position (schedule/range 81-01) will be $32.08 - $53.71 / hour depending on qualifications and experience, plus excellent benefits. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan. A two-year career executive trial period will be required.
Job Details

Qualifications
Minimally qualified applicants will have experience with each of the following:
Managing HR programs in one or more of the following functional areas: recruitment and selection, classification and compensation, workforce relations, payroll and benefits administration, equity and inclusion, and training and development, etc.
Providing guidance and feedback to executive leadership regarding topics related to human resources.
Providing leadership and support of employees (e.g., training, setting goals, employee development, coaching, and guidance, etc.).
Building and maintaining effective relationships with employees, supervisors, and agency leaders.
Developing, implementing, and monitoring strategic planning initiatives.
In addition, well-qualified applicants will have experience with one or more of the following:
Developing and monitoring budgets and utilizing budget resources to meet operational needs and strategic goals.
Designing, realigning, and streamlining operations, and resources to meet organizational and strategic needs.
Leading and/or facilitating organizational change.
Compiling and analyzing data and using data to drive decision making processes.
Researching, interpreting, and applying relevant Human Resources related laws, regulations, and processes.
