If you fear boredom and routine work, this position situated within the Department of Administration - Accounting and Payroll Division is your antidote!
The ideal candidate will have:
familiarity with general accounting procedures, accounts payable, accounts receivable, journal entries and budget tracking;
attention to detail in numbers and processes and procedures;
ability to effectively communicate financial and procedural information to a variety of audiences;
experience using excel to import and export information from various software types and to manipulate the data for analysis;
ability to work independently and to lead projects as needed.
The anticipated starting hourly rate range is $22.15 - $25.73/hr. (depending on qualifications and experience; full range extends to $29.30), coupled with a comprehensive benefits package including health, dental, vision, life insurance, generous paid time off, participation in the Wisconsin Retirement System, amongst many other benefits. *NOTE: The position may be underfilled at the Fiscal Specialist level:
Minimum requirements: High School Diploma or GED and three (3) years of post high school work experience in finance or accounting. (Post high school education from a recognized college or university in accounting, finance, business, or a closely related field may be substituted for the work experience requirement on a year-for-year basis.).
Non-exempt hourly rate range of $19.62 to $22.55 dependent upon qualifications.
Prior to hiring, the final candidate is required to pass work/education/certification reference(s) and a criminal background and driver's license check.
Example of Duties
Under general direction, performs advanced technical work in a department, division, program, or other work unit within County government. Typical duties include preparing, developing, and analyzing a variety of complex financial documents, records, and reports, coordinating programs or projects, collecting and analyzing data, and preparing reports; performs related work as required.
Characteristic duties and responsibilities are commonly performed by a position at this level but are not necessarily required of all positions.
Has a thorough understanding of and is competently able to perform the duties of the Fiscal Assistant and Specialist.
Performs specialized fiscal duties in support of a program or functional area.
Performs quality assurance reviews within the program or functional area, identifies deficiencies, and provides feedback as necessary to effectively recommend changes in the policies and procedures of the program area.
Assigns, directs, trains, and monitors the work of designated support staff; provides guidance and feedback.
Gathers data, prepares, researches, and analyzes complex information; identifies and resolves problems and errors related to department/division specific programs or projects.
Provides back-up assistance to the Supervisor, as necessary.
Assists in developing, revising, implementing, and disseminating policies and procedures related to department/division specific accounts, policies, and programs.
Identifies, researches, and resolves complex problems utilizing advanced knowledge of department operations and County-wide fiscal policies, procedures, and practices.
Serves as liaison within and between departments/divisions.
Manages routine and special projects and schedules.
Utilizes HRIS, cashiering, timekeeping, and financial systems to perform related work.
Audits accounts, records, and processes.
Assists with departmental projections.
Prepares, manipulates, and submits complex financial and statistical reports.
Acts as a subject matter expert on department/division programs, policies, and procedures.
Follows and adheres to County policies, procedures, and federal, state, and local regulations.
Attends department meetings.
Establishes and maintains effective, professional, positive, and respectful working relationships and communications internally, with other County departments/divisions, clients/customers, outside agencies, and the general public.
May be required to work outside normal business hours.
Performs other duties as apparent or assigned.
Essential Knowledge and Abilities
Comprehensive knowledge of and a high degree of proficiency in MS Office products or comparable office product, particularly Excel and Access.
Comprehensive knowledge of importing and exporting data.
Comprehensive knowledge of department/division requirements, policies, procedures, rules, and laws.
Comprehensive knowledge of applicable federal, state, and local statutes and regulations.
Comprehensive knowledge of department specific programs and County-wide financial systems.
Comprehensive knowledge of accounting practices and procedures.
Comprehensive knowledge of unique or specialized terminology specific to department/division operations.
Comprehensive knowledge of specialized software programs.
Comprehensive knowledge of standard office equipment, including telephones, fax machines, keyboards, copiers, printers, scanners, shredders, and department/division specific equipment.
Comprehensive knowledge of computers and keyboarding to prepare documents, spreadsheets, financial records, and reports.
Comprehensive analytical and critical thinking skills.
Some knowledge of supervisory practices.
Ability to exercise independent judgment and make difficult decisions in accordance with department standard practices and procedures in a wide variety of situations.
Ability to create and maintain complex formulas and spreadsheets.
Ability to effectively organize and prioritize work.
Ability to provide leadership to other staff.
Ability to train and review the work of other support staff.
Ability to maintain and enhance skills, participate in on-going training, and increase knowledge of County, department and division services, policies, programs, and procedures.
