The department shall enforce the law in a fair and impartial manner, recognizing both the statutory and judicial limitations of police authority and the constitutional rights of all persons. A police officer shall perform all duties impartially, without favor, affectation, or ill will, and without regard to a person's status or diversity. All employees and citizens shall be treated equally with courtesy, consideration, and dignity.
